This is usually a problem that the game does not know how to solve. Turn on debug mode and restart the game, were there any issues detected? If not, it is possible that the names you used do not match up with those of the actual game files. Whenever there are issues in most files such as localization, events, national focuses, ideas, etc, the game will continue running despite detecting problems with a file.
